Looped lines for all brushes (Pic Attached)

All lines are looped like this when Windows Ink is turned off.

When Windows Ink is turned on, there is an annoying slight delay for all strokes, so I had to turn it off.

Are you using a drawing tablet with your computer?

Stabilizer is already off, jitter is already off, looked in help, turned off double tap in pen settings. Lines are normal in every other program that allows me to draw but this one.
